The Bureau of Housing Management within DHCD’s Division of Public Housing is charged with overseeing the administrative, financial, management and maintenance of 240 local housing authorities throughout the state which includes 46,000 state-aided public housing units.
The Asset Management Specialist serves as a primary resource for the administration of 1) asset management initiatives, 2) public housing subsides allocated to Local Housing Authorities (LHAs); and 3) Section 8 New Construction/Substantial Rehabilitation Program.  The incumbent analyzes data and identifies patterns of common asset management issues and assists in making recommendations for changes to policies/programs to address these issues.  He/she tracks actual LHA operating income and costs to LHAs, and projects increases to state operating subsidy funds based on future changes to rental income, utility costs, employment forecasts, etc.
The incumbent also administers the Section 8 New Construction/Substantial Rehabilitation Program which includes analyzing rent structures, rental income, and replacement reserves to support the operational and capital needs for each development.  He/she serves as DHCD liaison to approximately 10 Local Housing Authorities (LHAs) monitoring LHA operations and financial reporting, performing on-site audits, and providing technical assistance to LHAs clarifying policies, rules and regulations.
The ideal candidate must have an understanding of the network of lenders and subsidy programs that comprise the Massachusetts affordable housing finance system. Familiarity with Section 8 and other federal public housing resources and programs is a plus.  The position requires a thorough understanding of all aspects of the development process and how deals work.
The incumbent has asset management experience and is able to evaluate and monitor performance benchmarks of LHA management operations (i.e., rent collection, tenant selection, unit turnover, and vacancies).  The incumbent is able to develop and evaluate budgets and pro formas.
He/she must have strong community relations and communication skills and be able to maintain positive working relationships.  He/she has superior writing skills with the ability to write program summaries and training materials.  The ideal candidate has excellent time management and organizational skills with the ability to adjust to changing priorities.  Lastly, the incumbent has demonstrated proficiency using Microsoft (MS) Word, Excel, PowerPoint, and Access and can quickly learn new technology.
