The Department of Housing and Community Development (DHCD) is seeking a Counsel I to provide legal support and advice to DHCD staff with a primary focus on housing development, land use law and affordable housing.  The Counsel I drafts and reviews legal documents related to Housing Development Programs administered through DHCD including the Local Initiative Program (LIP), Housing Opportunity Program (HOP), HOME Investment Partnership Program (HOME), and rental assistance programs. The Counsel I collects data from cities and towns related to affordable housing and maintains the subsidized housing inventory (SHI).  Additionally he/she works with HOP/LIP purchaser and seller loan closing attorneys and serves as liaison to Office of the Attorney General in litigation involving DHCD, preparing documents as needed.
 
The ideal candidate possesses exceptional analytical and communication skills, takes initiative, and has demonstrated ability managing and prioritizing multiple assignments and meeting tight deadlines.  He/she has excellent writing, legal research, and advocacy skills, with good judgment in making decisions and offering advice.  The ideal candidate has knowledge of housing and rental assistance programs.  Lastly, he/she has demonstrated proficiency using Microsoft (MS) Word, Excel and PowerPoint.
