Director of Community Development

The Director will be responsible for the management and administration of the Community Development department, including but not limited to: City’s Community Development Block Grant (CDBG) program, neighborhood and housing programs, planning and zoning, parks and recreation, & conservation and economic development programs. The ideal employee holding this position will be a self-motivated team player who can effectively work with a diverse range of people, including co-workers, management, elected and appointed officials, advisory groups, and the general public

Salary: $77,467 – $87, 648 range

Responsibilities:

  • Supervises department staff; conducts regular performance reviews annually or on an as-needed basis
  • Establish and maintain relationships with Mayor and city departments
  • Develop, manage, and monitor annual operating budgets and capital improvement plans
  • Initiation of plans and projects to promote balanced growth, with a focus on job creation, community investment, downtown redevelopment, neighborhood enhancement and natural resource preservation
  • Enhances community relations and outreach for DCD activities
  • Manage $1.2 million annual CDBG entitlement grant in accordance with HUD requirements
  • Manage staff administration and DCD services provided to various boards and advisory groups including: Community Development Board, Zoning Board of Appeals, Park Commission, Westside and Morningside Neighborhood Initiatives, Human Service Advisory Council, Conservation Commission, Green Commission, Historical Commission, Pittsfield Economic Revitalization Corp, Pittsfield Economic Development Authority, Downtown Pittsfield Inc. and Tyler Street Business Association
  • Investigate and apply for grants to supplement program budgets
  • Develop office policies and practices; manage the maintenance of records

Qualifications:

  • Bachelor’s Degree from an accredited college or university with major in relevant field such as planning, architecture, engineering economics or business administration. Master’s degree preferred
  • Minimum of ten (10) years’ work in planning, community development and/or economic development, five (5) years’ of which have been in a leadership role(s), with supervisory experience managing employees/staff
  • Leadership skills to initiate, manage, and deliver projects and department services that meet program objectives; Knowledge of practices and procedures in administration of publicly funded projects
  • Exemplary interpersonal skills; ability to communicate clearly and effectively both verbally and in writing, including the ability to write business letters, technical analyses, and reports, and to make presentations to small or large audiences
  • Organizational skills for maintaining project files, as well as for scheduling and completing work tasks and assignments in a timely fashion
  • Valid driver’s license
  • Ability to occasionally work outdoors in sometimes inclement weather
  • Strong computer and internet skills, including Microsoft Office suite (Excel, Word, etc.)
  • Periodic attendance at evening meetings and occasional travel outside the City
