Duties:

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The position will assist the HomeBASE and Residential Assistance for Families in Transition (RAFT) Program Managers and other staff to develop and implement program and fiscal monitoring plans to ensure compliance with program rules and regulations. The Compliance Coordinator will be responsible for developing a risk assessment tool to identify and prioritize on-site monitoring visits and development of a program monitoring review form. The Compliance Coordinator will schedule and conduct on-site monitoring visits of HomeBASE and RAFT Administering Agencies and subcontracting agencies as needed. Monitoring will include file reviews, review of reporting requirements, analysis of compliance with program guidance and regulations, monitoring reports and follow-up on corrective action requirements. The individual will also assist in preparing, routing and executing contract documents and managing agency contracts throughout program implementation. The Compliance Coordinator must also remain up-to-date on program regulations and sub-regulatory guidance and be involved in the development and dissemination of such guidance to the field.

 

DUTIES

1) Develop and implement program and fiscal monitoring plans to ensure compliance with program rules and regulations.
2) Specifically develop a risk assessment tool to identify and prioritize on-site monitoring visits and development of a program monitoring review form.
3) Schedule and conduct on-site monitoring visits of HomeBASE and RAFT Administering Agencies and subcontracting agencies as needed. Monitoring will include file reviews, review of reporting requirements, analysis of compliance with program guidance and regulations, monitoring reports and follow-up on corrective action requirements.
4) Coordinate with all HomeBASE and RAFT staff to provide up-to-date information on findings.
5) Support HomeBASE and RAFT managers with information to inform discussions around guidelines and policies.
6) Assist in preparing, routing and executing contract documents and managing agency contracts throughout program implementation.

 

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor’s or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license may be required.

QUALIFICATIONS REQUIRED AT HIRE

PREFERRED QUALIFICATIONS
1) Experience in homelessness prevention and/or rapid rehousing programs (local, state, federal) and/or rental assistance, supportive housing, transitional housing experience (local, state, federal).
2) Familiarity with state’s homelessness programs, such as Emergency Assistance, HomeBASE and/or other DHCD rental assistance programs.
3) Experience working with non-profit agencies.
4) Experience or knowledge of grant/contract compliance.
5) Experience in conducting program and/or fiscal audits/monitoring.
6) Experience in preparing financial statements, and budgets.
7) Proficiency in using Microsoft Word and Excel to produce documents and reports.
8) Ability to provide guidance to diverse groups and elicit support and cooperation.
9) Excellent written and oral communication skills.
10) Travel across the state will be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state.
